A political economist, is a 2000 graduate of the University of Texas at Dallas. Her research interest include: education finance, housing and geographic information system (GIS) applications to urban issues. Using maps produced through GIS, Dr. Loubert assists neighborhood communities, legal teams and policy makers in understanding social and economics conditions of Baltimore neighborhoods.
Dr. Loubert serves as a board member of the National Economic Association, The Carroll Park Foundation and the Citizen’s Advisory Committee of the Baltimore Regional Transportation Board. Her research and publications include issues on the interconnectedness of housing markets, school finance reform, and low-income populations.
